Uṭṭitvā at Vin ii.131 is doubtful reading (see p. 318, v. l. uḍḍhetvā), and should perhaps be read uḍḍetvā (= oḍḍetva, see uḍḍeti), meaning "putting into a sling, tying or binding up".
