This is contains a large set of dhāraṇīs in Sanskrit (in Tibetan script) with Tibetan language translations attached to each phrase in the form of mchan-notes. This is certainly the same Nam mkha' bzang po who taught Sanskrit to Tsong kha pa in the late 14th century.
