It isn't sure how to re-Tibetanize this name, which in any case may be long to a Tibetan Buddhist Mongolian from Peking. He together with one Culcim, obviously Tshul khrims, were sent to make a cartographical survey of Tibet in around 1715.
Bray guesses the name may be Bzang po Rab 'byams pa. Bray, Oeconomy, p. 451.
