Dge 'dun chos 'phel, Works (1990), vol. 1, p. 21 lists an Indian manuscript at Zha lu. There is a comment on the mchan-notes in the commentary, saying that they were written by one Śīlākara, whom Dge 'dun chos 'phel (rightly, I think) identifies with Steng pa Lo tsā ba Tshul khrims 'byung gnas.
